Kind of both. Silent Hill 1 and 3 are directly connected, 3 happening some 17 years after the first one. SH2 happens in between but the story is more or less stand alone (you don't have to play any of the other ones to understand SH2). SH4 is vaguely linked to SH2, since it involves a serial killer mentioned in a news article you find in SH2. But otherwise, only SH1 and 3 are really connected. However, playing them all will give you a better understanding about the town, which is what the games are really about.
Also, if you need to ask someone a question specifically, you should PM the person, rather than posting a whole new thread for it. Or just posted the question in the Silent Hill thread.
